No idea when or where he said this, or even if he did at all, but hey – it’s what we all knew all along anyway. If you want to play MGS 4 you’re gonna need a PS3.
Except of course that where MGS 4 ends up (in some format or other) is actually up to Konami, and that Kojima has already stated his intentions to bring something to the 360…
