And it looks like Europe gets it before America. Double win.

8“BioShock 2 has a release date,” says the official Twitter account of BioShock 2. “Expect it on shelves October 30th internationally, and November 3rd in North America.”
The news comes as part of the 2k Games conference call, and will come as great news to those that enjoyed the first BioShock, a revolutionary FPS which came out this year on the PS3. BioShock 2 will be a semi-prequel, initially starting prior to the events at Rapture but also running concurrently later in the game. Players will assume the role of a Big Daddy.
