More information has been released regarding the PSN, and it seems restoration is starting… today!
No sign of Europe yet – click here – but we’ll keep you up to date.
“Sony Computer Entertainment (SCE) and Sony Network Entertainment International (SNEI, the company) will today begin a phased restoration by region of PlayStation Network and Qriocity services.
The phased restoration will be on a country by country basis beginning in the Americas, Europe, Australia, New Zealand and the Middle East.
The first phase of restored services for North America and Europe will include:
- Sign-in for PlayStation Network and Qriocity services, including the resetting of passwords.
- Restoration of online gameplay across PlayStation 3 and PSP.
- Playback rental video content, if within rental period, of PlayStation Store Video Store on PS3, PSP and Media Go.
- Q Music Unlimited, for current subscribers, on PS3 and PC.
- Access to third party services such as VidZone and MUBI.
- ‘Friends’ category on PS3, including Friends List, Chat Functionality, Trophy Comparison, etc.
- PlayStation Home.”

update features (ver 3.61)
main bulletpoints:
After you update to version 3.61, you will be required to change your account password the first time you sign in to PlayStation Network. Please change the passwords for all of your PlayStation Network accounts. Visit eu.playstation.com/ps3psn for further details.
Note:
*When you change your password, an email message may be sent to the email address registered with PlayStation Network (your sign-in ID). If you cannot receive messages at your registered email address, you will not be able to change your password.
*If you cannot receive messages at the email address you have registered as your sign-in ID, prepare an email address that you can use to receive messages and contact us at uk.playstation.com/contact before you attempt to change your password.
*Depending on your country/region of residence and the network environment you are using, you may not be able to change your PlayStation Network account password or make use of PlayStation Network services for some time after updating your PS3 system software.
*The ability to change PlayStation Network account passwords and use PlayStation Network services – except for PlayStation Store – will be made available in all regions within a few days.

Apparently Sony don’t need to rest at all, very surprised that they’re doing this on a weekend.

To be fair, it doesn’t seem to be online anywhere in the US yet either, seems like the European blog is just behind, as they often are. Well, I guess that’s the case since the US press release says the PSN will be going live first in the US and Europe.
Map of the US showing where the PSN is active (no where at the moment):
