I don't have this game but in SBK X this is how it worked.
"In order to see if there is something to test that weekend, when inside the garage go across to session and see if there is a spanner icon next to one of the sessions. If there is it means there is a new component up for grabs, so go to the session and complete the task."
It was like a time trial or speed trial etc. and eventually by winning them all it would fully upgrade the bike.

Start a new career, with a SuperStock1000 team or STK (you can have 3 career saves) and ensure that all sessions are enabled in settings (Practice, Qualy and Race). Each weekend can consist of an upgrade test in either a Practice or Qualy session, so make sure that you pass these tests for every weekend that they appear as the goal is to reach level 5.0 for each category…speed, ecu, suspension and brakes. When the season ends you need to sign up with the same team again, so that you are upgrading the same bike through the 8 season career.
I had the Bike upgraded to full by around half way through season 8. I'm running another career alongside this one racing the SBK bikes, doing the Superpole qualifying sessions with the races.
