The Robin in Arkham City is the Tim Drake version. This has been confirmed by Rocksteady.

looks good, but i’d imagined him to be a bit leaner, less like a bodybuilder.
tim drake especially, he was always better with the detective work than the combat.
batman even said tim would be better detective than he was some day.
but then this robin probably fits in with the almost elseworldsish slightly skewed universe of the games.
