Head of Xbox Phil Spencer has spoken to PCGamesN and announced that support for mouse and keyboards on Xbox One is fairly close.
“Truthfully in our dev kit modes now keyboard works, mouse support is a little bit further away,” said Phil. “I say it because I know it’s not years away, it’s more like months away, but we don’t have an exact date yet.”
“When we enable PC and mouse on console it’ll be interesting to see how many of those creators think about running their PC and mouse-only game on console, and then this idea of Play Anywhere might get even more interesting for those guys,” he added.
Meanwhile announcement of the Xbox One S has had a dramatic impact on the price of the standard Xbox One. Amazon had dropped the price for the FIFA bundle to £209 in the past few days, although it has recovered slightly and is now at £229.

Will some games be controller only? Otherwise this gives keyboard+mouse players a huge advantage in competitive online games like shooters.

I don’t think it will become the norm for console games because developers have shown an awareness of the possible advantages of a keyboard/mouse.
I think it paves the way for developers to bring their PC only games to Xbox One, rather than offer an alternative control method for established console games, and I doubt any developer will offer a keyboard/mouse option if they want to see their game balanced.

True, it will certainly appeal to RTS creators (e.g Total War, Civ) who may like to tap into the console market.
