When pre-orders for Grand Theft Auto VI opened, certain retailers posted conflicting messages about where the codes could be used. Rockstar have now clarified how the region-locked codes will work.
The good news is that if you are buying the Xbox version of the game the code is not region-locked, you could buy from a store in any country and redeem it anywhere in the world.
For PlayStation players things are a little more complicated. Codes purchased in the following regions can only be used on a PlayStation registered to a specific set of countries. They are as follows:

LATAM: Argentina, Bolivia, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Uruguay

Japan: Japan

Product codes in Japan will expire 170 days after the issuance date, which is the launch date (November 19, 2026) due to regional regulations.

If you want to make your life easy, just buy the code from a store in the country in which you live – assuming that’s where your PlayStation account is registered. If you live in Finland and have a Japanese PlayStation account then you are just making life difficult for yourself.
GTA 6 will launch with two versions: $79.99 for the Standard Edition and $99.99 for the Ultimate Edition. The Ultimate Edition includes additional stores, missions, vehicles and cosmetics, or to put in 2015 gaming parlance, ‘a bunch of stuff they carved out from the main game and are now charging for as additional content.’
