Speaking to VG24/7, Sims 4 Producer Grant Rodiek, has confirmed that the newly announced title will not feature “always-on” style DRM, as was the case with EA’s recent SimCity game. Rodiek states Sims 4 is “an offline, client-based game.”
He also went on to mention the game’s platforms, saying that, for now at least, the game is PC and Mac only, with home consoles not currently a priority for the development team at Maxis.

The fact that Sims 4 will not require a consistent online connection is great news. This only means that players can expect fewer technical problems with Sims 4. However, current gen consoles make a significant portion of the gaming industry. So I don’t know why EA decided not to develop Sims 4 for XBox and Playstation consoles.
