PSN usually goes down for maintenance about once a month. It means that you can’t use the Store, account management or any of the other things you never usually use but really need to access just this once on the specific night of maintenance. It’s usually a Thursday.
But now, Sony are mixing things up a little and taking the network down on a Monday. Because after a weekend, and a rubbish day back at work, you just need to be inconvenienced that little bit more.
Thankfully, it’s only from 17:30 until 23:30 GMT. Peak time once again. If you’ve signed in before the 17:30 deadline then you should be able to play games online as your authentication details will be cached, though this is subject to change.
There may also be additional downtime through the night as Sony test whatever it is they’re doing this time.

I though they were going to sort that out with the new PSN income. At least they could change the times. So annoying.

09:00 until 15:00 would seem to be a better time, wouldn’t it? Also it would be nice to see a patch to show those folk on our friends lists who have dipped into the PS4 actually appearing as signed in on the PS3.

I still don’t get why they have to take the whole network down at once. Surely the entirety of PSN doesn’t sit on one server in one datacentre? I don’t see why they can’t take down and do maintenance on different parts of the network over a staggered period so there’s no outage and users don’t notice, apart from maybe having to disconnect and reconnect to get new fixes/features.
